They did beautify downtown ("uptown") Normal. I am still a bit angry about it though. Several of the business' that use to be were Cosi, Magi's etc. are now had to move because they raised the rent significantly to pay for the renovations. In most situations I would rather have a run down building with a store I like then vice versa.
